Often are but in this case was interesting to hear the player claim the ref say it was a foul. Though I'm going to guess he misheard or isn't representing what was said accurately.
The thing is, if Evans saw a foul, he would have blown the whistle for a foul. He would let the play go on with a flag for a potential offside (as far as I know), and let the VAR decide later, but not for something he can see as a foul right in front of him.
