Personally I think it's only Croats placing all this time, money
and attention on him.
He might be a good player but I'll tell you right now Wenger would never pay more than 10m for him, and Arsenal have first right of refusal on him.

Modric is one of the best young players in the world right now. I
see/listen to him play every week, and I'll feel sadder when he
leaves Dinamo than I was when Boban and Suker left.
He shouldn't go to England first up though, he'll get ruined there and have the living crap kicked out of him before he even shows what he can do. Personally I hope he goes to Germany first - Bayern Munich were looking to buy him in European summer but Mamic wasn't happy with the money they offered. Rakitic did this in the summer and it seems to be working for him, and he'll probably end up going for even more money than Modric in the end since he's younger.
Also, I don't know about this "Arsenal have first refusal on Modric". I know that Wenger's keen and has been scouting him, but there's no legal obligation of any kind that I'm aware of. As for how much money he'll go for - that's anyone's guess.
