Yes he is... players move clubs all time called transfer.  Auckland City closest to professional as he going to get if not keen on moving away from home comforts.

PEC Zwolle has extended the internship of the talented Elijah Just by two weeks. 

The 17-year old New Zealander will also play in a practice match against the reserves of FC Twente on Tuesday-afternoon (13.30). 

Just has been on trial at PEC Zwolle for a month. Like Ryan Thomas, the talented left leg comes from the Olé Football Academy in New Zealand. J

ust trained in the past few weeks with the promises and also played in a practice match against PEC Zwolle under 19 with Cambuur. 

In it he left a decent impression. Practice match The trainee may prove himself again on Tuesday if Jong PEC Zwolle takes on FC Twente. Albert van der Haar and Dennis Demmers, trainers of both teams, will have access to several reserves from the first team in the friendly match. The kick-off is at 13.30 in the stadium of PEC Zwolle

"PEC Zwolle strengthened itself in 2013 with Ryan Thomas and that was ultimately a bull's eye. The midfielder from New Zealand has grown over the years into a crowd favorite and may take a bigger step in his career next summer. Chances are that PEC will soon reinforce itself with a New Zealander.

The only seventeen-year-old Elijah Just was on trial in Zwolle last month. During that period he made such an impression on the club management that it was decided to extend his trial period. "He made such an impression on us in a month's time that we wanted to see him working longer", explains technical director Gerard Nijkamp in conversation with the Stentor .

"He has qualities", continues the director about Just, who like Thomas is from New Zealand's Olé Football Academy. "Elijah is especially good and reliable at the ball and that might make him a typical PEC player, but the comparison with Ryan is premature, regardless of the country and the academy which he comes from."

Nijkamp does not yet know whether PEC will offer a contract. Just does not have the British passport that made Thomas relatively cheap four years ago. "That may make Elijah more expensive, but it does not have to make it more difficult for us to contract him."

Just what I've read on internet(not official source): 

To help protect Local/EU/EEA player development & opportunities, non EU/EEA players need a work permit in order to play professional football in the Netherlands.

A work permit is only issued to a non-EU/EEA player who is:

  • 18 or 19 years old signs a contract with a basic salary of € 197.308,- gross per year;
  • 20 years or older signs a contract with a basic salary of € 394.616,-gross per year.

These salaries are significantly higher than the *average salaries of players in the Dutch Eredisvie. In general, clubs may be unable or unwilling to pay this on young "foreign" players instead of EU/EEA who can be paid considerably less.

Non EU/EEA ie. "foreign" players. must earn a salary considerably more than EU/EEA players (To protect locals/EU/EEA & avoid an influx of "foreign" players) as per post on previous page .....if thats what you mean?

ie: A non EU salary = A salary paid to a player who is not from the EU/EEA

In other words... if they sign him, he will be on good coin from the get go and they need to consider whether he is worth it other say cheaper local products.

The fact that it is being considered is awesome in itself... if not signed, the NIX would probably do well to pick him up.

This is why a EU passport is so crucial for any young Kiwi player looking to start over there, as mentioned by Hudson a few times for one. 

Joel Stevens starting in Swedish 3rd tier, maybe could have started inially at a higher level if had a EU passport and so was cheaper for a club bit higher up the pyramid.

Scandanavian countries have fewer/lower requirements for non-EU players in general, hence so many kiwis playing there.

Simon Elliott and Ryan Nelsen got Commonwealth visas to begin with for their EPL stints, they no longer exist afaik

I'm really not sure. I've been doing some research and managed to get a list:

Nikko Boxall?

Dan Keat?

Craig Henderson?

Steven Old?

Wynton Rufer (Kind of old but still he was a foreigner for all the European clubs he played in)

Bill Tuiloma?

Tyler Boyd (Has a US passport but not a EU one)

And that's pretty much it. I guess I'm still missing someone and you have to consider all the Kiwis playing in the MLS (Boxall, Wynne, Bevan, Marinovic, Gleeson?, Collier and many more in the past like Elliott, Boyens and Nelsen) who count as foreigners as well. Anyway, is not a big list and the ones who are on it didn't have great pro carrers

Dan Keat - England

Wynton Rufer - Switzerland via his dad. The rules were different back then, no EU so he and Shane could play in Switzerland as locals, but Wynton played in Germany as an import
