Premier League noise levels.

Surely stadium accoustics is more of a factor than anything else.
Highbury always seemed quiet regrdless of how loud the fans were screaming.

Do they count the away supporters? Most team's away supporters make a huge noise.

The more people, the more sound absorbed, that's why we're so low. :)

But yeh you can't really measure it, the only fair way would be standing in the exact center of the pitched and taking an average.

Well it would also depend on the results of the games measured. The ROF is always louder when we are winning... Everton have had awful home form so the crowd might have been quieter... or maybe I'm just making excuses.

Not really. As I say, you'd have to take it from center pitched, and I don't recall Robinho trying to make an extra few quid.

The noise at a full Tynecastle easily beats any Premship match (capacity of less than 18,000 at this stadium).  Went to Parkhead for a CL game against some Russians last year and it was the loudest stadium atmosphere I'd heard in the UK.
 
Still, all are poor compared to Eastern Europeans and definitely S Americans.  Went to 'El Superclasico' in Buenos Aires a couple of seasons ago.  IMO the best derby in club football.  Non-stop singing for 6 hours. 

How old is Leggy?  Is he 12 or 72?

Agreed. WHL is a small ground full of concrete, so reverberation occurs.
 
However, sound is logarithmic, and does not "add". So 2 noise sources of 33 does not make 66 dBA. The noise graph seems to account for  a 'peak' event as opposed to an averaging over the course of 90 mintues. It's a pretty meaningless statistic really.
