On the manager mode for FIFA 08, if a contract negotiation failed,
when can you re-negotiate? I tried doing it straight afterwards but
it just says 'you have already offered to renew the contract'.

you have to wait a few games and then try it when the cross next to
the player disapears..also most players will resign at the end of
the season if you coulndt get them renegotiated but they
decide for how much

Another thing, I tried to offer Luninha a new contract. His
old wages were 8000 euros. The game wouldn't let me offer him more
than 12000 euros. Why is this?

Maybe he wants a longer contract, or maybe hes not happy at the
club. Bonus' may need to be higher.
