Alright Matt, let�s run through a few facts.
1) There was an assessment in October 2008 based on the 2007/8 season (stated in the recent 442 Article). In it, HAL was giving 2 spots even though they scored over 300, because they only had 8 teams. Therefore they were given the exact amount of spots that the criteria suggested. Thus no conspiracy. Can you agree with that?
2) There will be another assessment in September 2010. We have a 442 article that states �a delegation�...�arrives in Australia�....to run a �exhaustive health test� over the game. So this states some people from the AFC come to Australia to assess the game (i.e. the assessment is not done in AFC HQ in Kuala Lumpur). The same article also states that the last report was published in 2008. Given the report was based on the 2007/8 season, I think it is safe to assume (given they assess attendance and it is hard to assess crowds for game that haven�t taken played yet) this report will be based on the 2009/10 season, where there was 10 teams. Can you agree with that?

You claim internal assessments are taking place all the time based on your �source� and that Australia scored 343 in the 2009 assessment (even though there wasn�t any evidence of a delegation arriving in Australia to assess the HAL). That may well be true, but I am yet to be convinced. You have yet to provide any documents to back that up. No articles, no reports. Nothing. All you got is you claim you have a source (and only then did you tell us this after you started to get questioned), and there is a wiki article that states 343, but this is not cited. All we are going on is your word. So forgive me if I�m sceptical.
But anyway, let�s assume you are correct, and there was a report in 2009. This would mean it is based on the 2008/9 season. So 343 should qualify HAL for 3 spots (assuming the reference figure gets rounded up � given the afc documents it�s hard to say whether it gets rounded up, or whether it is a threshold). But hang on, in the 2008/9 season, HAL was still an 8 team league. Therefore only 2 spots would be allocated.
