from what I understand as soon as they towwie has his think attached to the car your in trouble, if you are their though I don't think they are allowed to touch your car - it might well be worth challengiing.

did u stand up to him?

u should have stood in front of your car - not allowing him access and see if he tries to forcefully move u......if he does.....thats assault + compensation from his company if you take it further (f**k knows I would).....if he backs off.....you're not out of pocket $180.....its a win-win.....but a battle of wits nonetheless.

This happend to me one day when I was working I looked out of the window saw them breaking into the car to take the handbrake off ran down told them to f off and not to touch my car they sheepishly gapped the scene. They had me clipped on to the truck and everything. Guess it depends who the towie is. Obviously the guy I yelled at wasnt 6ft 9 and built like Rueben Bason but maybe you shoulda had a go at them if you were right there.

didn't Target do something on that, i thought they had to return the car if the wheels are not lifted from the ground.might pay to ring citizens advice or the community law centre see if you can't claim the money back

As I understand it, if you are in your car, they cannot touch it. They can be done for attempted car conversion.

I also understand that from the moment the car has been marked you have a 10 minute "grace" period to move it BEFORE it is towed. Hence I always run a stop watch when I park on Wellington streets in case I need to challenge them.

Best ring those City Council vulture parking people for the full facts.
