If you have Leggy talking and an open parachute, there is usually a lot of fast air/huffing puffing involved (sorry Leggy :o)  )

Trying to process this logically, parachutes are designed to slow objects down. Whether that be a person or a plane. They are a safety system...

Leggy is an ex footballer. Known for being forthright with his opinion.... can wind up on occasions.

I missed the Stingray one cause I was away but the instant I read it last night, I bloody knew it straight away.

I'm trying to find the link and I keep coming back to something to do with the manner in which Leggy posts and hot air but you don't need 'hot' air for parachutes and I doubt you would be so pointed on this at Leggy.

Jumping out of planes....strapped to the back... hangs off the back of... designed to stop you falling at speed.... opens up under velocity....

Is it something to do with what parachutes are made of? From that clue was thinking nylon was probably invented around that time. Parachutes made from nylon and women's stocking too, hence the 'Leggy' part of it.

Still can't work that up into an answer to your initial question though....
