FIFA's proposed 6-&-5 rule

Some may already have heard about this but for those that haven't, FIFA are keen to push through a rule where club teams must field 6 home players in their starting 11. Obviously this would have 'interesting' consequences for the Phoenix.

Here's an article that looks at the consequences for Cardiff and Swansea, who play in the English leagues so would have similar problems to us:

Is that 6+5 start but you can sub off two locals for two foreigners?  Or does it have to remain 6+5 for as long as possible?

Itd screw the small countries.
 
Would Blackburn taken a punt on Nelsen? maybe
 
Would celtic have taken Killen? Probably not
 
The list would go on. Sure,itd help those that DO have a major league,backed with lots of money. But those that dont would never get a chance to make it big,and thus their national teams would suffer.
NZ players for example would be more likely to be stuck in the NZFC (no offence,but it is an semipro-amateur tournament in the end)

the rule has been implemented so it doesnt actually discriminate by nationality. to quailfiy as a non import player, you have to be eligable to play for the league nations international team. by this extension, all our kiwi players become imports as well as as actual imports (brazilians, uk residents etc) . the implementation of this rule is going to be a nightmare for so many leagues and teams.

Can't see even the bunch of muppets that make up FIFA could look past the destructive effects this would have on many (probably most) national sides and several clubs. I think that this should maybe just be done in the champions league or something (where many of the clubs fielding almost fully foriegn sides compete). I believe this was a rule a while back.

I think the idea behind the proposed rule is actually worth thinking about. There are clubs such as Inter Milan who very often field only 1 or 2 (sometimes none) Italian players. And that is just disgraceful. Sure, we are not talking about a national team here, but think about how many very good local kids get screwed over.

And as far as the Nix are concerned, what would be considered as "local" and "foreign"? Either way, I think we could field an interesting team with [at least] 6 kiwis + couple of Aussies and the rest Brazilians.

It would be harder if it was the other way around.

He's behind us stayng in the A-league and has over-ridden Bin Laden from Asian Conference so I like him for now.

Ironically the biggest winner out of this new scheme would probably be the English national side. If the EPL sides were forced to field at least 6 englishmen each then finally the clubs would have to be more serious about developing and playing young English talent.

The big losers would be the European super clubs. At the moment they are so wealthy and powerful that they hoover up most of the talent from around the globe. This change would mean the talent would be spread out more throughout the leagues.
I for one would not be upset to see a more open EPL. Why always the "big 4" I would love to see the likes of your Evertons and Aston Villas win the league occasionally and play Champions league.
 
It could also benefit the A-league. There would be a cleanout in the lower Divisions in Europe. Lots of Aussies and a few kiwis would probably come back and play A-league if they wanted to still play pro football. this would strengthen the A-League and make expansion more sustainable.
It would also mean there would be more cheaper overseas talent available for A-Leasgue clubs to recruit.

FYI the EPL is one of the most evenhanded when it comes to distributing funds from TV revenue- 50% of revenue is evenly distributed amongst the 20 teams - 25%  goes in prizes to clubs on pro rata basis 1st gets 20x as much as 20th but only 5% more than second. in Italy and Spain, the top clubs have been dominant longer than the EPL has been around - each club in those leagues gets to negotiate its own TV deals which leaves the less popular clubs with even less of a chance of succeeding than the EPL .Its the way funds from Champions league have been distributed that makes the top 4 advantaged over other clubs.
 
And the rule as it 6+5 rule as it stands states the you would have to be eligable to play for Austrailia to be counted as part of the non-import quota

If you read some of the stuff coming out of Europe surrounding the 6 + 5 plan there is an awareness of the unique situation surrounding the clubs that reside in one country and play in a foreign league...i.e the Phoenix,Toronto, Swansea etc.
it seems the most likely outcome will be a compromise for these clubs. The 6 " locals" can come from both the country of residence of the club andthe country of where the league is played. i.e for the Phoenix that means we would have to have no less than 6 players from Australia and new Zealand in the starting 11. Which would be no problem for us.
Much more interesting for Swansea...the 6 would have to Welsh and English. Scottish players would be foreigners

And Ireland would be screwed completely. i think 90% of thier sqaud plays in english and scottish leagues.

This will never pass as the world football club power houses in Europe and south America (alot of "other" South American's play in Argentina and Brazil) would never hear of this as it would weaken their sqauds and dilute the interest that commercial parties would have in the league and that team ala La Liga, Premier league, Bundesliga, MLS, J League, A League etal.

Germany have already come out in favour of this new rule.....France and Italy have said they are still considering it but in theory have no objection at this stage. I think if it gets passed the EU lawmakers, which looks likely, then it will happen.

This could backfire in FIFA's face.

Imagine this situation-
You are a very talented young footballer from Jamaica, you have been playing in the youth set up at a big club in England for a few years and have the opportunity to make a decent career in England. All you have to do is refuse to play for Jamaica as an international, and you would remain eligible to play in the English  National team- therefore able to be included in an English clubs local player cap.
 
How many young players would forgo national call-up's in order to actually make a living from the sport outside your home country?
 
Would this situation actually happen or have there been laws put in place to prevent this happening?

Isn't part of the logic there to try and help those countries whose domestic leagues suffer from losing all their players retain some of them? I would suggest that having 90% of your squad overseas is a hindrance to the domestic game.
 
Anyway, I realise from when we discussed this before that us non-EPL type club fans are a minority in wanting to see the rule implemented so I'll get back to waiting for the new fixtures and hoping we avoid relegation to League 2 now.

That wouldn't surprise me. Unlike England, Germany sets a limit on non-EU players too - four maximum I think.
