I think there's no doubt that the FFA have judged that having a team from NZ is under delivering commercially vs the potential of an additional 4m A-League fans here. Whether the Phoenix are the problem or not is up in the air, and there are plenty of other influencing factors - how the broadcast rights are being exploited, media interest etc. I think there is definitely fire behind the some, but I don't think it's the Phoenix that are the only issue at all.
I agree. I think its highly unlikely that the FFA are seriously thinking that they might not renew the Phoenix licence but that doesn't mean there aren't still some reasonably complex details to work out.
For example, NZ Football's recent statement in their new High Performance Plan that they would like to see a 2nd franchise in Auckland would be a major shift in the environment for all concerned. The FFA's response is probably "Great to hear, tell us more" and specifically to the Phoenix "how would you deal with that?".
