Because he is better than any other kiwi keeper in NZ? He doesn't count as an import spot in case you thought that.
I would say that Gould has seen Spoonley, Italiano and Williams. They signed Italiano. Should that answer the question?
On the Payne thing, I know it's a whole different level but I read Arsenal have a buy back option for Fabregas and while they are very strong in his position (Ozil, Cazorla, Ramsey, Wilshere, Risicky) surely you wouldn't pass up that option? I see that as a similar situation, just on a massively reduced scale.

two world class (no joke) saves in last game v Amicale, 1) penalty save by diving to foot of right hand post, 2) saving screamer to top right.

Spectacular saves are, paradoxically, the easier part of goalkeeping. What's his defence-organisation and ball-distribution like? Does he tend to catch or punch at corners, or miss them altogether?
(It's odd because my current coach doesn't want me organising the defence. He says "worry about the 6 yard box, I'll yell at them in the 18 yard box." Oooo-kay.)

The pen was outstanding - strong left hand knocking the ball out from just inside the post. The other save was hit from outside the box and was going top left - i'd suggest his positioning is exactly what allowed him to make the save - many keepers would have been caught flat footed.

It also says Hicks was our 4th best player, and the only player worse than Boxall was Krishna. Hmmmm.....
It would be interesting to see how they break that down. I think Hicks is actually a very good player. He does his core job well which is distributing the ball. It's alot of other things which let him down and are harder to measure.

Having seen them both (often) I'd say two-footed Burfoot is the better player.
Steven Reid is on WBA's released players list, he is mates with Ifill and was an awesome box to box midfielder at Rovers. Injuries have hurt his career and he was playing at RB for WBA I think. Still maybe worth a look.

Barnard has a good record - ex Tottenham, best spells at Sothend and Southampton - not EPL quality but more than good enough for A League and still only 29 - 130 appearences in Champ and League 1 between 08-14 178 apps for 80 goals
Park got 2 appearances at Watford. I mean come on, from Monaco to Arsenal to Watford and struggling for game time. What the hell?
