Wynne was born in South Africa but moved to New Zealand with his family more than five years ago. With no birthright, and no family born in New Zealand, Wynne is required to live here continuously for five years after the age of 18 to qualify as an All White under Fifa rules. That is unless New Zealand Football made a request to Fifa to change Wynne's national association, a move players can request once before the age of 21 if they're eligible for more than one national team.
If that had happened, Vanuatu's protest would have been thrown out . It wasn"t.
NZF High performance director Fred de Jong, Oceania Football and the Vanuatu Football Federation did not return calls for comment.
Unless NZF has information they are yet to release, Oceania Football and Fifa's sanctions are clear in a case like this.

I'm not so sure Vanuatu's complaint would have been thrown out if we did have an exemption. I could see OFC trying to claim that he needed a separate exemption from OFC to participate in this tournament or something like that.
