Same as the Mens CL there is automatic promotion/relegation. So Upper Hutt go down.
However, there does need to be playoff between Capital Football's Women's Premier winners, Stop Out and the Central Federation winners. At the moment trying to find out if Central want to have a team go into those playoffs.

Isn't it sad that the game has to be played now as the Wgtn competition finished a month or so ago. Some players might not be available and will weaken a team, that's for sure. Or some one might have transfered in at the end of the seaon (i.e stacked the team) and caused an imbalance which will be unfair.

Mate of mine was involved with the formation of the club. Apparently the group that named it had never heard of Valeron (the player), just though it was a cool sounding name.

Unless NZF has changed the reg in the last 2 years, the transfer window closes June 30 but re-opens 1 October for clubs playing in the winter.

If I was at S/O I would get a ruling from Head Office,because as has been seen on at least a couple occasions, CF regs are poorly worded/written

 

The FNZ transfer reg is:

Reg 5.6.f

Subject to paragraph 13 of this Regulation 5, no clearance for transfer shall

be allowed for any player by any club between 2nd July and 30th September

in any season.

 

The CL Regs reads

Reg 2.2

All transfers must comply with the provisions of NZF Regulations.

 

This problem has been tested about 7 years ago in relation to a player transfereing after 1 Oct and was upheld by head office.

To solve the problem and to make it a level playing field the play-offs should take place 3 weeks before the beginning of the season.

 

It is not as if there is any major long distant travel involved.

It would be good to have the games over now so clubs will know if they have gone up or not. Once they know they can plan ahead. They might also attract new players if they are now in Central League

 10.      Playoffs  

 

1.         All playoffs, if required, shall take place at a suitable time after the conclusion of the season as determined The Manager

 

2.         Subject to Regulation 9, the Rules of the playoffs, and the venue(s), will be determined by The Manager prior to the commencement of the playoffs. The playoff Rules and venue(s) may be subject to consultation, but decisions made in this regard by The Manager will be final and not subject to appeal.

 

3.         Players of any Club taking part in the playoffs are required to be registered players of the Club concerned and have been registered for the Club, or confirmed on a Representative Team�s squad list, on or before 30 June of that year.

 

4.         The playoffs are considered to be an extension of a Club�s season.   Therefore, cautions and suspensions will carry over into a playoff series.

You are only looking a the local regs just remember FNZ regs overrule any local regs.

 

If one reads the FNZ reg, the transfer �window� opens after 30 Sept, therefore after this date it is a �new season�

 

This was one part of FIFA�s new transfer regulation that was forced on FNZ to restrict the number of transfers a player is allowed in one �winter season�, (�summer season� players fall under another part), strange how this FIFA reg only applies to amateurs.

 

Play-off rules have always been given to the clubs while they were still playing in their local compettition, but inform clubs that the play-offs will take place almost 2 months after their last match is dumb.

CL runs under a joint agreement between Cap and Cen football with its own regs. I beleive NZF would rule under CL regs. Hogster2011-09-30 17:55:26

I hope you don�t believe that Federations can make up its own rules contrary to Head Office.

When the system went from Associations to Federations FNZ gained the power to control how the federations are run.

 

Below are the parts that were the most controversial when the federation were setup.

 

 

FNZ Rules

 16.6    District Federations shall not amend their rules or adopt new rules.

The rules of District Federations may be amended by NZS by amending the District Federation Rules Regulations and in the event that NZS amends these Regulations, the District Federations shall promptly adopt those changes and shall do all things necessary to register these changes with the Registrar of Incorporated Societies as required by the Incorporated Societies Act.

 

And here is the worst part

 

17.1         The District Federation shall be and remain a duly established branch of NZS as the term �branch� is defined in the Incorporated Societies Act, and shall retain as its rules these Rules as prescribed in the District Federation Rules Regulations of NZS and is bound by and shall comply fully with and conduct its affairs in accordance with such rules and with the NZS Rules and NZS Regulations and with all decisions made under them.

 

17.2

Each District Federation has non-exclusive responsibilities within its own Federation District for men players, women players, young players, coaching, referees, Clubs, all subordinate associations and all such other operations and responsibilities which are delegated by the Board or otherwise under these Rules or under its own rules, and subject to the overall direction of NZS.



CAPITAL FOOTBALL RULES

4.2 Power to make Rules and Regulations

The District Federation shall have the power to make, adopt, vary and publish rules, regulations, by-laws and other conditions but only if and to the extent required or authorized by NZS.

 

So one needs to ask the question when does the transfer window open, according to FNZ it is 1 October.

Don't make the mistake of comparing compettion rules and operational rules of a governing body. They are different things I beleive
 
No problem with them transfering on or after 1 October but they can not play in CL play offs as per CL compition rules and I would expect NZF to back the compettion rules as set put for CL.

Sounds like Stop Out could have used a few ring-ins - Valeron won 3-0 at Skoglund Park, thanks to goals from Rachel Dowse, Torijan Lyne-Lewis and Renee Wadsworth.

Stop Out have an extremely young team and may be pleased not make CL in 2012. But I do not think they will not try to win the home game.

womens end of season review was last night.
discussions around
-getting the calendar sorted around NZF fixtures/ aligning CF and CL Prem comp so play-off isnt in October
-No one interested in the proposal to increase minimum age
-possibly dropping the Div cup comps and going to 10 team leagues Prem down
-The 'cup bound' rule being a pain in the arse
-BNU wanting a 10 team CL. Unsure of the reasoning. Also forcing seniors refs to ref wimmins footy.
-Mike Jones not realising that we do not use the competition rules that were in place in 1975.
-Wgtn Utd wanting to regulate the league to offset the stronger teams
-More turfs being good for the sunday wimmins fixtures
-Valeron wll need to have their sht sorted as they dont have a reserve team which makes things potentially tough.
