This problem has been tested about 7 years ago in relation to a player transfereing after 1 Oct and was upheld by head office.
To solve the problem and to make it a level playing field the play-offs should take place 3 weeks before the beginning of the season.
It is not as if there is any major long distant travel involved.
10. Playoffs
1. All playoffs, if required, shall take place at a suitable time after the conclusion of the season as determined The Manager
2. Subject to Regulation 9, the Rules of the playoffs, and the venue(s), will be determined by The Manager prior to the commencement of the playoffs. I hope you don�t believe that Federations can make up its own rules contrary to Head Office.
When the system went from Associations to Federations FNZ gained the power to control how the federations are run.
Below are the parts that were the most controversial when the federation were setup.
FNZ Rules
16.6 District Federations shall not amend their rules or adopt new rules.
The rules of District Federations may be amended by NZS by amending the District Federation Rules Regulations and in the event that NZS amends these Regulations, the District Federations shall promptly adopt those changes and shall do all things necessary to register these changes with the Registrar of Incorporated Societies as required by the Incorporated Societies Act.

17.1 The District Federation shall be and remain a duly established branch of NZS as the term �branch� is defined in the Incorporated Societies Act, and shall retain as its rules these Rules as prescribed in the District Federation Rules Regulations of NZS and is bound by and shall comply fully with and conduct its affairs in accordance with such rules and with the NZS Rules and NZS Regulations and with all decisions made under them.
