To solve the problem and to make it a level playing field the play-offs should take place 3 weeks before the beginning of the season.

It is not as if there is any major long distant travel involved.

 10.      Playoffs  

1.         All playoffs, if required, shall take place at a suitable time after the conclusion of the season as determined The Manager

2.         Subject to Regulation 9, the Rules of the playoffs, and the venue(s), will be determined by The Manager prior to the commencement of the playoffs. The playoff Rules and venue(s) may be subject to consultation, but decisions made in this regard by The Manager will be final and not subject to appeal.

3.         Players of any Club taking part in the playoffs are required to be registered players of the Club concerned and have been registered for the Club, or confirmed on a Representative Team�s squad list, on or before 30 June of that year.

4.         The playoffs are considered to be an extension of a Club�s season.   Therefore, cautions and suspensions will carry over into a playoff series.

You are only looking a the local regs just remember FNZ regs overrule any local regs.

If one reads the FNZ reg, the transfer �window� opens after 30 Sept, therefore after this date it is a �new season�

This was one part of FIFA�s new transfer regulation that was forced on FNZ to restrict the number of transfers a player is allowed in one �winter season�, (�summer season� players fall under another part), strange how this FIFA reg only applies to amateurs.

Play-off rules have always been given to the clubs while they were still playing in their local compettition, but inform clubs that the play-offs will take place almost 2 months after their last match is dumb.

I hope you don�t believe that Federations can make up its own rules contrary to Head Office.

When the system went from Associations to Federations FNZ gained the power to control how the federations are run.

Below are the parts that were the most controversial when the federation were setup.

FNZ Rules

 16.6    District Federations shall not amend their rules or adopt new rules.

The rules of District Federations may be amended by NZS by amending the District Federation Rules Regulations and in the event that NZS amends these Regulations, the District Federations shall promptly adopt those changes and shall do all things necessary to register these changes with the Registrar of Incorporated Societies as required by the Incorporated Societies Act.

And here is the worst part

17.1         The District Federation shall be and remain a duly established branch of NZS as the term �branch� is defined in the Incorporated Societies Act, and shall retain as its rules these Rules as prescribed in the District Federation Rules Regulations of NZS and is bound by and shall comply fully with and conduct its affairs in accordance with such rules and with the NZS Rules and NZS Regulations and with all decisions made under them.

17.2

Each District Federation has non-exclusive responsibilities within its own Federation District for men players, women players, young players, coaching, referees, Clubs, all subordinate associations and all such other operations and responsibilities which are delegated by the Board or otherwise under these Rules or under its own rules, and subject to the overall direction of NZS.

CAPITAL FOOTBALL RULES

4.2 Power to make Rules and Regulations

The District Federation shall have the power to make, adopt, vary and publish rules, regulations, by-laws and other conditions but only if and to the extent required or authorized by NZS.

So one needs to ask the question when does the transfer window open, according to FNZ it is 1 October.
