I don't even think the rule states it needs to be. Hand to ball is always a bad move. Ball to hand not so much.
Handling the ball involves a deliberate act of a player making contact with the ball with his hand or arm. The referee must take the following into consideration:
-
the movement of the hand towards the ball (not the ball towards the hand)
-
the distance between the opponent and the ball (unexpected ball)
-
the position of the hand does not necessarily mean that there is an infringement
-
touching the ball with an object held in the hand (clothing, shinguard, etc.) counts as an infringement
-
hitting the ball with a thrown object (boot, shinguard, etc.) counts as an infringement

It's the total lack of consistency that drives me nuts. He wont give another penalty like that for the rest of the season now. Instructive that a replay of a corner late on show two Heart defenders hanging on to CCM players. No whistle from Ben, no sirree Bob.
Arnold will just be glad to get on the right side of him for once because they were on the receiving end of several Ben Specials in an infamous loss last season which featured one of the worst displays of refereeing I have seen at any level.
