In regard to the Phoenix license and the dispensation to play in another country/confederation, the Phoenix can play to 2016 as per license and Robb said that FIFA take the view that an agreement between the FFA and NZF to allow a team to compete in the HAL is an agreement between those two federations and doesn't need to involve the AFC or OFC. However it seems that any possibility to participate in the ACL is a no go due to dealing with the AFC. So as long as FIFA see it that way all is sweet.

I remember: In regards to marquee/big signing, it is extremely unlikely to happen this transfer window as they would like enough lead in time before the league to use the player to market the club, get sponsorship on board - more a commercial reason.
