He still might, but I think he's just been cute with the media the last while. He knows his XI, he wants them to play as much as possible together.

Other than protecting players from injury I'm not sure what benefit there would be in playing guys 16-23. Realistically we're there for 3 matches and will use 16 players, quite a few of whom have hardly played together. Preparing the first XI and subs have to be the focus, not worrying about seeing what Aaron Clapham can do (the guy won't get near the pitch)
