I feel sorry for Hersi, whilst I find his diving annoying he does brings a spark to the game and is always a threat. To me he is an entertainer, if even, an annoying one.

The way I read it is that there are irregularities there. Some have been disclosed as part of normal reporting but not included in the cap and some have not been disclosed and not included in the cap.... and the FFA have no concerns?

It was fairly complicated. 

I think the cap counts over the last 12months at any given time. Perth recruited at different times during the offseason. The FFA evaluate the cap quarterly and discovered they accidentally put themselves over the cap for the first 2 games, the FFA not wanting them to suffer for a clerical error let them move 2 players into marquee positions. 

Personally I think if they weren't monitoring their own situation well enough then they should be punished regardless of whether it was a malicious breach or an innocent one. Bending the rules for them sets a terrible precedent going forward, and makes it seem like you may as well not bother having a salary cap at all.

My understanding is that Perth did not breach the cap. If Perth continued to pay its players that much over the whole season then they would breach the cap. Therefore Perth rejigged their contracts so that they would not breach the cap. 

I don't think there should be a rule that you have to be a super player to be a marquee. If you want to make a player a marquee you should be able to even if that player does not meet what most would call marquee status. The Wanderers have done this with Spiranovic; Adelaide have done it with Galekovic.

Thwaite has played more times for his country than Galekovic.

I wouldn't want a ruling body telling a team a player isn't good enough to be signed. That's part of the skill of a football manager.

if you're going to create an uneven playing field, the player needs to be worth it. 

A marquee certainly shouldn't be used to bail a club out of breaching the salary cap.

That was for a total rort of the cap though right? iirc there have been lesser instances of cap breaches for which there has been a smaller punishment (I think the warriors got docked 4 points one year). But that just means there's precedent in the NRL regardless.

They might have not been breaking the cap, depends how much room they had. Whether it was deliberate or because of incompetence we will have to wait and see.
