The club would have to pay ACC costs of about $300,000 for the coming season, he said. It had the option of taking out private insurance instead of paying levies, as part of ACC's partnership programme, but was unlikely to take it up.
"For any sports organisation, us notwithstanding, there's just not a lot of cash flow...so meeting those ACC requirements for the partnership programme would probably be just too difficult for us," he said.
The club was "very keen to sit down with ACC" to continue discussions.
Phoenix owner Terry Serepisos had made some "enormous personal sacrifices" and the club was lucky to have his support, Mr Mitchell said.
He earlier said the club had not disputed the amount of levies owed, but did have an issue with the way ACC applied them.
The club was obliged to pay for private medical insurance in Australia as part of competition regulations, as well as ACC levies, he said.

Apparently not, see transfer speculation thread. Seems you need citizenship to be a local and apparently you need residency for five years before that happens, so from that it seems we will never have Ifill as a non-import.

Paul Ifill shouldn't be signed up if there is someone better out there. I think we would all prefer if the club looked for a striker. However, given it seems we have made all the major signings that we will make having Ifill is better than not having him at all.

Durante is an Aussie so automatically got residency, so could become a citizen after living here for 5 years. In Daniel's case I think someone must have pulled some strings cos he wasn't even here for 5 years before getting citizenship - someone probably convinced the powers that be he would be an asset to New Zealand as an All White. (Even though he wasn't eligible to play for NZ when he got citizenship cos he hadn;t been here 5 years!)

How do we have one of the worst teams in the A-League and not have any cap space? Also we still have 3 marquee spots. We don't need to get a super, super player as a marquee. Why can't we just sign a relatively average international marquee but pay him about what we pay our other international players. If Welnix don't want to buy another player then that is fine but having no cap space doesn't make sense to me.

Because the owners have said that its a marquee less team.
The cap space issue is an assumption based on a few factors. firstly Burns and Gorrin would not have been cheap, secondly we apparently offered McGlinchey much more than any other team was able to without making him Marquee, thirdly we only have a couple of roster spots left and are looking only at cover players.
If McGlinchey falls through then we likely will have the cap space to sign the next Ifill (but will only be able to offer a single year as foreign space is precious and you would think that we would like to extend Cunningham and Riera if they have good seasons)
Who says we are one of the worse teams in the comp? I think we are going to be extremely competitive. I expect Krishna and Boyd to step up, Burns to show us what he can do, and Cunningham to get into double digits all with the benefit of a solid pre-season, etc.
A good majority of the posters here. We have a "pop-gun attack" and we're "weaker than last year", remember, because David Dome spent too much time on these Football United shenanigans (apparently).
Most of this forum have decided that 2014-15 is another bust season before a ball has been kicked.
