According to a source which has been reliable on many occasions for me in the Rojas saga this is what is happening:

Rodi wants Rojas to move to MV because of the uncertainty of Wellington Phoenix's financial situation. The deal was about to be penned when it got into the newspaper. Rojas saw the reaction of the YF and the general footballing community and is now hesitating to sign the contract. Rodi is still pushing him to sign.

I have no idea if this is correct or not but it sounds pretty plausible to me.

I knew it wasnt for that stupid ACM reason, so stupid. If he wanted to have a go at CM then im sure ricki would say 'lets sort something out'. And i also knew he was letting his old man get ahead of him, I dont doubt Rodi has his boys best interest at heart but fucking hell come on...

And even if Victory dissolved next season (example), he would still be hot property within the A- League so i dont get it?
