Only if you have a Neilson box. There are only 500 in NZ. For all we know, the A-league ratings are much higher than what the stats currently suggest....

Plus Sky do coverage of all the Phoenix matches at a cost of up to 40k a Game. I reckon that means Sky are effectively paying between 800 and 900k for the rights each season, not the pittance witch Gallop and his cohorts would have you believe.
How are the Neilson boxes setup to record viewing numbers? How do they know if someone is watching tv or has just left it on and left the room? Are they only for Sky subscribers or all households? (and if it is only Sky, does it include the Vodafone cable network? Plenty of Wellingtonians would be watching the Phoenix on that)

The coverage from SKY has been cheap"O forever, What do they charge for turning on the lights $35000?. Even the Aussies wanting us to stay in the league hate the SKY coverage and can see its cheap"O. There is no way in this world SKY's total input would be close to $800k. Whoever told you that hard news is blowing wind up ya date.
But if I am wrong - Why is SKY not correcting or putting the FFA / Gallop into place??.

I'm sure digital boxes keep track of this data and send it discreetly so I'm sure the likes of Sky NZ/UK, FOXTEL, Virgin Media etc have a good idea of what's being watched, recorded etc.
I heard an interview with the big cheese from Sky who said they know which channel all their decoders are tuned to. Also, they know if you have MYSky'ed a program and when you subsequently view it. Interestingly, if you record a game/program and watch it within a week of the original air date it gets counted in the viewership figures.
I wouldn't be surprised if they can tell the difference between a decoder being on a particular channel and the tv is on or off. I'm pretty sure if you try to change the channel on Sky when the TV is off nothing happens. Therefore the decoder knows when the tv is on/off, therefore Sky know when the tv is on/off.

You can absolutely change the channel with the TV off, just not with the decoder off.
so the decoder will probably send data when it is on, and when it is off, it stops sending data. But most people who change to watching something form a hardrive or a 3rd party device like a chromecast and leave the decoder running will probably show up as viewers for whatever crap is playing in the background.
