Any adult who is buying kids tickets to get into a game is ripping the club off. It wouldn't matter what sport it is, it's still cheating.
I understand where you are coming from... generally I agree with that sentiment.
...here's a different angle to consider.
A good friend bought a family season pass at the start of the season. (2 Adult and 2 kids' tickets).
I have a friend staying who:
( a ) is unemployed
( b ) is and adult and
( c ) is not a football fan - had never been to a football game in her life.
I was going to the game yesterday with my friend who has the family pass (which has already been paid for regardless of whether each ticket gets used or not at each game).
My unemployed friend was just going to be sitting at home on her own. She did not have the money or the inclination to go to the game.
If she had had to buy a ticket she would not have come with us.
My friend with the family pass was taking 2 Adults and one child. The 2nd child ticket was not being used.
My unemployed friend came with us, used the 2nd child ticket to get in, and thoroughly enjoyed the experience. She was singing, waving a flag, swirling a scarf, and jumping up and down when the Phoenix scored.
After the game she said, and I quote: "Wow! I really enjoyed that. I didn't think I would but that was awesome. I am definitely a Phoenix fan now. When is the next game?"
And she wants to come to the next game, and will buy a ticket, and wants to buy a scarf and a shirt.

Incredible stamina. No shame. Yellow Fever.
Phoenix fans. We have to win them over one fan at a time.
