If he's non-British, and presumably non-EU, how will he get a work permit?

Is he Samoan? Some of those pacific island nations can get work permits in England fairly easily.

The Kolpak ruling would help him, if he has a Samoan, Tongan or Fijian passport.

At 18 years old payne might be one of the only players to play in U17,U20 WC and the olympics in one year!

Tim Payne and James Musa are set for U-21 Premier League action overnight with Blackburn Rovers facing Arsenal and Fulham set to play Wolverhampton Wanderers.

After a lacklustre showing in the first half the injustice of Norwich's second goal seemed to spur Rovers on and they quickly reduced arrears with two goals in the space of five minutes.
The first on 69 minutes was a superbly executed volley from John O'Sullivan, the Irishman connecting brilliantly from the edge of the box after Declan Rudd could only punch Tim Payne's centre away.
Payne would get in on the goalscoring act soon after as Fernandez found the Kiwi at the near post and he headed home.
Rovers laid siege to Norwich's goal in search of an equaliser, Curtis Haley having a trio of chances, the best of which came a minute into ten added at the end of the game, but he somehow fired wide Tim Payne's pass with the goal at his mercy.

Did he get a start...

Was on the bench in the earlier games, not sure if its where he's at in the pecking order, or more a case they wanted to rest him after the Olympics.

He started the past game, but doesn't seem to be consistently in the match day squad. Not sure if that is because of injuries or form.

Quite a honour to get, must indicate he's in their future planning.

I had hoped by now he might of made a sub appearence, hopefully when the FA Cup starts, he'll get given a chance.

Been 2 more games since that, a 2-0 loss at Villa (90m) and a 2-1 win against Chelsea (88m). No mentions of him in the match reports for either game.

When he was given a squad number I thought he might start getting called up to the bench. Haven't seen him on it yet.

Used to be regular posters talking about the reserves on the forums but they seem to have disappeared. Only could find 1 comment about him from Jan, saying the person doesn't think he is ready and may never be. But you never know, was a few people that didn't rate Phil Jones for the reserves and he didn't turn out half bad.

Didn't play in the latest Reserves game, probably due to a number of first team players recoverying from injuries getting game time.

Came on in the 61st minute this morning.  Rovers u21's lost 3-1 to Fulham. Rover's were down to 10 men and losing 2-0 when he came on.

All Whites utility Payne has been a mainstay of the Blackburn Rovers U-21 side this season and his form coupled with the elevation of Gary Bowyer from the reserves to the helm of the English Championship side earned him a squad number, but the 19-year-old is yet to make his first team debut.

The FA dropped the reserve grade and made it U 21`s last year, so definately not yoof football.

They are now each clubs second team.

It wouldn't surprise me if Rovers ship him out on loan somewhere. I don't think he will have a chance of breaking into the first team this season, a number of established players have been recruited with the aim of getting promotion.

Reserves/youth same diff. Hopefully he goes out on loan then

Subbed on after 67 mins against Crewe, in the first team's 1-0 win. The squad was split between 2 games today, so not sure if he has pushed his way into the first team's pre-season plans.

They have such a massive squad especially since they signed so many random portugese players. needs a year on loan to a league one side. staying in under 21s may just stifle him IMO.
